The Bay class were a development of the Lochs. They were intended as heavy AA ships to accompany the British fleet into Japanese waters. In the 1950s, their guns and fire control were obsolete against modern aircraft, which led to their quick exit from British service, although several were transferred abroard.

The Leopards used the same hull as the Type 61s, only the equipment and armament differing. Their diesel engines meant that they could not be used as fast carrier escorts, although their long range was well suited to peacetime patrol.

All except Panther were refitted with new radar and a mack replacing the lattice mainmast. It was proposed to replace the 40mm mounting with SeaCat, but this was never done for economic reasons.
