The Type 61s were a result of a requirement for fast ships that could control aircraft in action along with a large staff for that purpose. Supply of steam turbines might also become unreliable in wartime, so diesels were fitted. The same basic hull was used for the Type 41 frigates.

Three further ships of the class, Coventry, Exeter and Gloucester, were cancelled before construction began.
