Lutzow left Germany under tow to Leningrad on 15th April 1940. She had not been completed, and was construction was to be continued at the Ordzhonikidze Yard, under German supervision. She was renaned Petropavlovsk on 25th September 1940. Although some work was done, the German invasion of Russia prevented it being completed. In September 1941, she was used as an artillery ship in the defence of Leningrad, until she was hit herself and lost all power.

Repairs were not completed until September 1942 when she resumed bombardment duties with only 3 of her 8" guns working. On 1st September 1944 she was renamed Tallin. After WW2, she was used as a training ship with the new name of Dnepr. In April 1958, she was removed from the Navy List and scrapped.
