Kagul was commissioned in the Black Sea Fleet. During the occupation of Sevastopol, Kaguls machinery was wrecked by the British, and she was abandonded by General Wrangels forces when the White Russians abandoned the peninsula.

Repaired by the Soviets, she was recommissioned on 1st May 1923 with the name of Komintern and used as a training ship. During the 1930s, it was suggested to turn her into seaplane carrier.

In 1941, she took part in the defence of Odessa, and of Sevastopol in 1942. On 2nd July 1942, she was bombed by German aircraft off Novorissisk. By the 16th, she had arrived at Poti, and was again bombed and damaged beyond repair. She was sunk as a breakwater at Poti soon after, and raised and scrapped after the war.
