London Assembly Motion

 

GREATER LONDON AUTHORITY

LONDON ASSEMBLY - 1 NOVEMBER 2000

MOTION - PASSED UNANIMOUSLY

FRAUDULENT CHARITIES This Assembly notes that the public of London will be willingly donating funds to a wide range of charities in the run up to the festive season and supports the public’s generosity in giving to good causes.
However, we note that there have been cases of abuse of the public’s generosity by individuals collecting for private benefit and that the rules on charitable collections are out of date.
While street collections are regulated by statutory licensing authorities, off-street collections on private premises are purely at the discretion of the occupiers.
This Assembly therefore urges all occupiers of such premises to enquire into the bona fides of charity collections, making such enquiries well in advance of each collection, without attempting to check its validity merely by the appearance of the display or by the presence of a charity number. In particular, we recommend that occupiers check that
1) the charity or cause to benefit is reputable, not merely registered
2) the collector or organiser genuinely acts for that charity or cause.
The Assembly also welcomes the support already shown for the Charity Check system among licensing authorities and retail managers.
