Text of Written Statement of Opinion

Status of Charities:

Mae'r Cynulliad hwn yn nodi nad yw'r gyfraith yn atal troseddwyr deheuig rhag cofrestru neu gaffael elusennau cofrestig; a bod y cyngor swyddogol ynglyna sut i atal casgliadau twllodrus mewn uwchfarchnadoedd, gorsafoedd a thafarnu wedi profi'n aneiffeithiol ers blynyddoedd lawer; yn annog perchnogion safleoedd o'r fath i fynnu o flaen llaw eu bod yn sicrhau argymhelliad gan ffynhonnell o'r radd flaenaf ar gyfer pob elusen sy'n gwneud casgliad, ar had llinellau'r system Gwirio Elusennau; ac yn gobeithio y gellir felly ddiddymu pob casgliad twyllodrus o'r fath ledled Cymru, er mwyn i draddodiad arrderchog perchnogion sy'n caniatau casgliadau elusennau barhau yn ddiogel.

This Assembly notes that the law does not prevent competent crooks from registering or acquiring registered charities; and that official advice on how to prevent fraudulent collections at supermarkets, stations and pubs has for many years proved ineffective; urges all owners of such premises to insist beforehand on a recommendation from a first class source on each collecting charity, along the lines of the Charity Check system; and hopes that all fraudulent collections can thus soon be eliminated throughout Wales, so that the splendid tradition whereby owners allow charitable collections can safely continue.
