Through Planning Control
Many base-stations are exempt from planning permission, even where permission is needed Councils cannot refuse it on health grounds (or get in trouble if they try) despite Britain being a signatory to European Union Treaties
(1993 Maastricht) that advocates the Precautionary Principle to safeguard the public's health. Planning authorities should be guided by this principle. Governments are not there to be led by the Industry in pursuit of
progress and financial gain at the expense of the public at large. Governments are there to be able to interpret properly scientific guidance or advice.
The Stewart Report [1.43] “We recommend that in making decisions about the siting of base stations, planning authorities should have the power to ensure that the RF fields to which the public will be exposed will be kept to
the lowest practical levels that will be commensurate with the telecommunications system operating effectively”.
In this country mobile phone masts have now been effectively banned from school sites. The Education Secretary (UK) has told schools to limit mobile phone use by children (up to 16 years old) and to make sure that mobile phone
masts nearby do not send a "beam of greatest intensity" across their land. If irradiating children at school for 6 hours a day, 5 days a week has yet to be proved safe, then it is not possible to say that exposure
for 24 hours a day, 7 days a week, while at home, is safe for children.
What does prudent avoidance, preventative action, precautionary approach mean in practice? No one wants to prevent the advance of telecommunications. However, common sense needs to prevail over the economics of the Industry’s
proliferation. There is no need these days to place Telecommunications Masts and Base Stations too close to permanently occupied residences and children’s schools. There is absolutely no reason why a properly erected and
located mast should be closer than a minimum of 200 to 250 metres from any inhabited property. Unfortunately the Industry ignores the obvious because it is easier and cheaper. Exclusion zones of greater distances have been
adopted in other countries while maintaining full mobile coverage.
UK Exposure Limit Reduction
Until very recently ‘safe’ maximum microwave exposure levels in Britain were 300 times greater than Europ,; 1000 times that of Switzerland and 3,000,000 times higher than Australia! Neither the NRPB
(National Radiological Protection Board) nor the Government will revise the safe exposure limit until there is more scientific evidence. British (NRPB) legislation limits temperature rise in your body to 1oC. This
‘thermal effect’ limit was set after health problems were found with 2nd World War radar systems, the servicemen who stood in front, to keep warm during cold weather, developed cataracts/ tumours / temporary sterility. This legislation took 50 years to introduce.
It is the ‘non-thermal effect’ dangers that scientists are now worried about. Recently The UK has adopted ICNIRP guidelines, with protection values only 100 times LESS stringent than that of Switzerland, but as
yet has no plans to put these guidelines in statutory regulations. Maximum exposure levels in Australia, Switzerland and elsewhere, which are orders of magnitude below ICNIRP guidelines, have been set below the exposure
level where non-thermal ‘biological’ effects start to occur. Thus eliminating any possible danger from the observable effects.
Warnings On Mobile Handsets
Nov 1988 - Roger Coghill, a scientist of Coghill Research Laboratories, lost a test case which he hoped would force manufacturers and retailers to put health warnings on mobile phones. He brought three charges under the
Consumer Protection Act 1987 against a phone shop and its owner, claiming there were doubts over the safety of mobiles. Magistrates in Abergavenny dismissed all charges. Dec 2000 – Government introduces health warnings on
all UK mobile phones sold.
