Archive ~ Parish Council Notes January 2002

At its latest
meeting on 7th January, under Matters Arising from the Minutes,
the Parish Council noted that Lubenham had won the regional
heat of the Best Village competition, and also the business
category. A cheque for £1000 has been received, together with
two plaques.
The iron fence around the paddock in Westgate Lane has been
repaired. The Clerk is to check when Harborough District Council
(HDC) plans to paint it.
Correspondence
A letter had been received from HDC concerning money for tree
and shrub planting. The Council is to suggest that the money
should be made available for other enhancements, as in the past
little interest has been forthcoming for further tree/shrub
planting.
Leicestershire Fire and Rescue Service has advised the Council
that the "missing" hydrant near the garage has been found, and
also the one in Paget Road.
A letter from HDC advised us that resurfacing of the road through
the village would be carried out, commencing on 21st January
and taking ten weeks. Other work will include resurfacing of
footways, new kerbs, drains and markings.
Planning
Amongst the applications received was an amended plan for the
development at Airfield Farm. The Council felt that, because
there were substantial alterations from the original approved
plans, a new planning application should be submitted. We also
questioned the validity of the current planning permission,
as it might have run out of time. The application is complex,
with many issues to consider, so the Council has requested that
a longer than usual period should be allowed for comment to
be made.
Ratification of Decisions made at a Special Meeting
The precept was confirmed at £6,100 for the year April 2002
to March 2003.
The Queen's Golden Jubilee
The Village Appraisal Steering Committee will be asked if they
would consult with all village groups, with a view to co-operating
with them in organising a suitable celebratory event.
Grants
A donation of £250 is to be made to the Green Garden trustees
for grass mowing, in order that the pleasant appearance of this
important area is maintained. A request for a grant for gates
to be erected was not agreed to.
We agreed that a donation of £150 would be made to the local
Citizen's Advice Bureau.
Litter
HDC have agreed to review the need for new/replacement bins.
Standing Orders
There appears to be no record of the Council having any Standing
Orders. Councillors have been circulated with some model documents,
and a special meeting will be convened so that this important
omission can be rectified.
Other Business
It was reported that a new Post Office is to be located in the
Q8 Garage. We all hope this will happen soon.
The new 'bus shelter at Gartree, which had the end windows smashed
out by unknown yobs soon after being erected, was further demolished
when a car skidded into it! The Council's insurers will be informed.
The next Parish Council Meeting will beheld at the Village
Hall at 7.30 p. m. on Monday 4th March.
