here is how i did it,
I added these to my .pinerc:-
display-filters=_LEADING("-----BEGIN PGP SIGNED")_ /usr/bin/pgpv -f +batchmode=1 +OutputInformationFD=1,
_LEADING("-----BEGIN PGP PUBLIC")_ /usr/bin/pgpk -a _TMPFILE_ +OutputInformationFD=1,
_LEADING("-----BEGIN PGP MESSAG")_ /usr/bin/pgpv -f +OutputInformationFD=1
sending-filters=/usr/bin/pgps -at -f,
/usr/bin/pgpe -at -r _RECIPIENTS_ -f -s
then you get prompted when you send to either sign or encrypt the mail. (NB, you can make the changes through pine config screens too).
I use PGP unix50i1b and pine 4.04.
