Minutes of the Spring meeting of the
NORTH KENT JUNIOR LEAGUE
held on Thursday 21st February 2002 at 7:30pm
at Old Colfeians (Back Bar)
Present: Management Committee representing:

1. Matters Arising
There were no matters arising that weren't covered by the agenda, and the minutes of the October Meeting were proposed by Pat Harlow and seconded by Ken Slater.
2. League Registrations
2001 season had presented the problem of players not being registered to play for clubs.
All clubs are requested to submit the vast majority of their player registrations well in advance of the season - at least two weeks before the start of the season (deadline: 21st April).
All players competing in a North Kent Junior League competition must be registered at least 48 hours before the game.
Any request for transfer of a player to another club may only be made in league competitions. Transfers are not permitted in cup competitions, hence the status of a player being 'cup tied'.
If a team defaults on this rule, it is deducted 1 point per unregistered player. If a team contains a player who is registered for another club, the game is forfeited, with the offending team receiving no points, and the opposition team awarded maximum (16) points.
Exception: An unregistered player may play for a team at both managers' discretion, provided both managers agree before the match. If managers can't agree on this, 1 point will be deducted per unregistered player.
3. Fixtures for 2002
Steve Nash has distributed the fixtures and most clubs had received them in time for this meeting. However, they would have been issued earlier if Steve hadn't had to chase a large number of clubs to find out what their league and cup intentions were. Richard Sheridan made a plea on Steve's behalf to ensure that league and cup entries in future be made on a timely basis. A deadline of 31st December 2001 had been agreed upon, but many clubs had not met it.
ECB (U13) National Club Championship & Sun Bank National (U15) Club Cricket Championship
If clubs would like to enter the ECB or Sun Bank competitions, they should contact the Kent Cricket Board (KCB) directly. The closing date for entries is 26th February, which unfortunately, doesn't give clubs much time. As last year, the Junior Cup competition will also form the early rounds of the ECB competition. By 2nd June, the KCB would like the league to have nominated which clubs will be entering the latter stages of the ECB and Sun Bank competitions. The North Kent Junior League will have about 25% of the entries this year.
Fixture congestion was again raised as an issue with regard to these competitions, and there is some doubt whether the North Kent Junior League will be able to play enough of the Junior Cup competition in time.
The Kent regional semi finals and final of the ECB competition will take place on Sunday 7th July and the semi finals and final for the Kent region of the Sun Bank competition will take place on Sunday 14th July.
Genese Cup (U15)
This competition will be played on Wednesday 24th to Tuesday 30th July, with the intervening Saturday and Sunday as 'rest' days.
4. County & District Games
Matches will be played at Under 10, Under 12 and Under 14 on the following dates:
Sunday 12th May
Sunday 26th May
Sunday 23rd June
Semi finals will be played on Sunday 21st July
Finals will be played on Saturday 27th July
The KCB League play-offs at Under 13 & Under 15 age groups (to decide the County Champions) will be played between Monday 19th and Sunday 25th August.
The North Kent Junior League will enter one club in either age group competition.
The KCB is considering an Under 16 festival, played on an area basis. It is expecting entries from each of the four areas in Kent - the entries will be representative sides from those areas. It is understood that there is a fee for entering, and the organisation of a side from our area will need some organisation.
The KCB is also playing a Kwik Cricket (Under 9) Competition. Any clubs interested in entering this should contact the KCB directly.
Martin Prince thanked Peter Wooderson for keeping the North Kent Junior League up-to-date with KCB affairs, often 'walking the tightrope' !
Other matters
Bill Dover can provide match balls at reduced prices for our league members. The issue of the quality of the balls concerned was raised. However, if any clubs would be interested in finding out more details, they should contact Bill directly at the KCB development office.
5. Rule changes
Clubs were widely in favour of the proposed rule changes.
Clubs can contact Richard Sheridan (League Secretary) if they wish to receive paper copies of the rules; otherwise they have been posted on the North Kent Junior League web site - at http://www.nkjl.org.uk
6. Finance
Peter Wooderson presented the League's accounts. The largest item of expenditure was the Fixtures and Results Secretary's expenses. However, this was due to the setting-up and hosting of the web site service, not to mention the amount of postage incurred in distributing the results on a regular basis.
Peter proposed no rise in subscriptions for this year. He suggested a change in the trophies for this season, to plaques rather than the current trophies, which are proving expensive. The shield for Under 16 competition is becoming full (with winners' names). However the League will endeavour to reuse the existing trophy, rather than buy a replacement.
League and Cup entry
The cost of League entry is £17.50 per team, with Cup entry £5.00 per team.
These amounts are due by 1st June 2002 for this season. If clubs do not pay by the deadline, there will be a £10 (per team) fine. If clubs have not paid by the end of the season, they will forfeit their place in the League the following season.
Once again, Martin Prince thanked Peter for his work in producing the accounts.
7. Other matters
Election of Officers
Instead of electing individual members of the Management Committee, it was decided to elect them en bloc. The Management Committee was proposed by Francis Knott (Belvedere) and seconded by Pat Harlow (Gravesend).
In addition, and with thanks, Martin Thomas (Bexley) volunteered to join the Management Committee.
KCB Youth Leagues Sub Committee
Peter Wooderson appealed for a new representative of our League on this sub-committee. Pat Harlow agreed to attend the meetings in Martin Prince's absence.
Umpires and Scorers Course
John Monk reported that there is planned an Umpires and Scorers course to be held at Bexley Hospital on 26th March. Clubs should contact John directly if they would like more information.
Hopefully, this win lead to more consistent umpiring of matches. The meeting agreed that as far as possible, there should be the same umpires throughout the game. This has been an issue in the past, however it is now a guideline for future matches.
Publicity
Peter Wooderson raised the issue of promoting/marketing the League's activities - and whether more could be done about it. He suggested there might be a need for a publicity officer for the League. This would be someone who could look at promoting our league in the local press and radio, teletext and web sites.
The league could also look into sponsorship, for which an up-to-date constitution would be needed.
Results sheets
Results sheets should be submitted within two weeks of the game. This doesn't affect the reporting of the match result - which should be done by phone by Monday evening of the following week.
