Minutes of a meeting of
The Management Committee of
THE NORTH KENT JUNIOR LEAGUE
held on Monday 7th October 2002 at Bexley Hospital (at 8pm)
Present: John Monk, Martin Prince, Steve Nash, Richard Sheridan, Peter Wooderson and Martin Thomas.
No Apologies.
1. Matters Arising
There were no matters arising.
2. League & Cup Structure
During 2002 season, some clubs expressed concern that there were too many cup competitions leading to fixture congestion and difficulties raising sides. This was borne out by the quite extraordinary circumstance of one club reaching the final of a cup competition by virtue of walkovers in all previous rounds.
It was thought by some clubs, that the present structure of league age groups has worked well this season, but the days on which matches are played may need to be looked at.
The following are committee proposals:
Leagues
l. 'Status Quo':
a. Under 11 matches to be played on midweek evenings by arrangement
b. Under 13 matches to be played midweek
c. Under 15 matches to be played on Sunday mornings
d. Under 16 matches to be played on Friday evenings
Plus possible extra: Under 17 league to be played Sunday afternoons. (Teams to be made up of solely U17)
2. Changed days:
a. Under 11 matches to be played on midweek evenings by arrangement
b. Under 13 matches to be played on Sunday mornings
c. Under 15 matches to be played on Friday evenings
Plus possible extra: Under 17 league to be played Sunday afternoons. (Teams to be made up of solely U17)
Cups
1. Genese Cup remains at Under 15
2. August Cup remains at Under 14
3. Junior Cup changes to Under 12 (and shouldn't start until June, with entries to be in by end of May, as with Genese Cup)
NB. For County and National competitions, clubs need to apply separately.
The North Kent Junior League will still run the early rounds of the ECB Under 13 competition.
3. 2002 & Beyond
The committee has received applications from the following clubs to join the league. In light of proposed changes to playing days above, successful joining of the league for clubs below may depend on what the October meeting decides should be taken forward to be policy for 2003 season.
Shootershill 2001, Holmesdale U13, Sevenoaks Vine U13, Old Shootershillians, Cobham U13
4. Finance
Peter Wooderson reported that budgeted subscriptions are £1735.00 for 2002, with no fines levied so far, and not all subs having been paid by member clubs.
2002 has seen a significant rise in the cost of trophies where the numbers of clubs finishing joint runners-up has grown. In addition, the John Tutt Trophy has had to be replaced due to its poor condition.
Fines
Steve Nash reported that despite several warnings, many clubs did not ring in match results before the deadline; however, they have not been fined to date. Additionally, quite a number of score sheets were not submitted during the season despite reminders to and promises of delivery from team managers. The Committee decided that clubs will be fined for this, and cheques made payable to NKJL should be sent to Peter Wooderson.
5. KCB
Peter Wooderson updated the meeting on issues related to KCB and the Youth Leagues. Jamie Clifford has replaced Bill Dover on the secretariat and will be invited to attend the North Kent Junior League's February meeting.
The NKJL requires two representatives for the Youth Leagues' Sub Committee of the Youth Committee, ideally one representing North West region, and one representing South East region. Willing candidates please contact Peter directly.
Peter expressed concern at the meeting, that the KCB is currently not thinking about a broad base for cricket, getting many youngsters involved, and is specialising more in the elite. This may have a negative impact on the game.
6. Officers
Martin Prince has decided to stand down as Chairman of the NKJL.
Richard Sheridan has decided to stand down as Secretary of the NKJL.
Application for both positions, along with those of Youth Leagues Sub Committee representatives (1-2) and a NKJL Registrations Officer are welcomed at the League Meeting on 15th October.
7. Any Other Business
Player Registrations
Steve Nash reported that player registrations have been a slight problem this year. This has been mainly due to a huge influx of registrations received at the beginning of the season when he has been trying to keep results and league tables up-to-date and this has taken priority. Steve proposes that a Registrations Officer is appointed to ease the burden.
Cancelled matches
Over the course of the season, quite a number of matches have been cancelled by clubs due to insufficient numbers of players. The committee proposes that a team can default on no more than two matches per season. That is to say, that if a team defaults on a third match in a season, that team will be expelled from the league immediately. However, games can be postponed if a team loses players at short notice due to representative commitments.
Coloured Clothing
Martin Thomas raised the issue of having NKJL matches played by teams wearing the same-coloured clothing. The Committee proposes that the rule on clothing colour be changed to permit matches to be played by teams wearing white or same-coloured clothing. This will be discussed at the League Meeting.
8. Date of next meeting
To be arranged following the conclusion of the League Meeting on 15th October.
