Constitution of the North Kent Junior League
1. Title
1.1 The North Kent Junior League. This title may be amended from time to time to incorporate the name of a sponsor.
2. Composition of the League
2.1 The League is open to clubs from the North Kent and Mid Kent areas and is structured as follows:
 Under 17 League
 Under 16 League
 Under 15 League
 Under 13 League
 Under 11 League
 The Genese Cup - Under 15 age level
 The August Cup - Under 14 age level
 The Junior Cup - Under 12 age level
3. Membership
3.1 Applications for membership shall be considered by member clubs on a one vote per club basis. Decisions will be reached on a simple majority basis. If evenly split, the Management Committee will make the final decision.
4. Conditions for Membership
4.1 Membership of the League shall be dependent on grounds and facilities being suitable for the standard of cricket to be played.
4.2 Clubs are required to comply fully with the Playing Conditions of the competitions in which they participate.
4.3 Clubs and their players are responsible at all times for conducting themselves in such a way as to uphold the good name and interests of the North Kent Junior League.
5. General Committee
5.1 One representative from each club, properly elected by that club and with a mandate to vote on its behalf, shall form the General Committee.
5.2 The General Committee shall elect the following officers each year:
 President
 Chairman
 Secretary
 Treasurer
 Fixtures Secretary
 Results Secretary
 Registrations Secretary
5.3 All officers shall retire annually but shall be eligible for re-election.
5.4 The Chairman of the League shall chair meetings of the General Committee. In his absence, he may appoint a deputy who shall have the powers of the Chairman in relation to the conduct of the meeting.
5.5 The General Committee shall meet in the autumn, followed by the Annual General Meeting (AGM) in the spring.
6. Quorum
6.1 An attendance of 12 members of the General Committee shall constitute a quorum.
7. Voting Powers
7.1 Each member of the General Committee shall have one vote. In the event of an equality of votes, the Chairman shall have a casting vote.
8. Management Committee
8.1 The General committee shall elect a Management Committee to run the day to day business of the League.
8.2 The Management Committee shall consist of seven members, comprising the Chairman, Treasurer, Secretary, Fixtures Secretary, Results Secretary and Registrations Secretary, plus one elected member from the General Committee.
8.3 The Management Committee shall meet at the direction of the Chairman and shall have the power to co-opt additional members as required.
8.4 The Management Committee may propose resolutions and rule changes to General meetings of the League and nominate officers for election.
8.5 The General Committee shall elect one representative to sit on the Youth Leagues' Sub Committee of the Kent Cricket Board Youth Committee. A second representative will come from the Management Committee.
8.6 Each elected member of the Management Committee shall have one vote at Management Committee meetings. In the event of an equality of votes, the Chairman shall have the casting vote. An attendance of four members of the Management Committee shall constitute a quorum.
9. General Meetings
9.1 All resolutions to be decided at General Meetings require a proposer and seconder from member clubs or the Management Committee.
9.2 Amendments to either resolutions or rule changes may be accepted at the meeting by the Chairman without prior notice and at his sole discretion.
9.3 Candidates for election require a proposer and a seconder from member clubs or the Management Committee.
10. Annual General Meeting
10.1 The AGM shall be held each year in the spring and notice given to clubs at least three weeks beforehand.
10.2 The officers of the League, the Kent Cricket Board Youth Committee representative and the Management Committee representative from the General Committee shall be elected at the meeting.
10.3 The financial year of the League ends on 31st December and the Treasurer shall present the audited annual accounts at the spring meeting of the League.
10.4 In the event of a winding up of the League, any surplus funds shall be divided up and shared by the member clubs on an equal basis.
11. Special General Meetings
11.1 The Management Committee shall have the power to call a Special General Meeting, for which the minimum notice shall be fourteen days.
12. Subscriptions and Fines
12.1 Subscriptions are based on separate entry fees for each team entered by member clubs into League and Cup competitions.
12.2 The level of subscriptions for each forthcoming year shall be determined by simple majority at the AGM. Subscriptions become due and shall be paid as follows:
 League and August Cup Competitions by the 31st December.
 Genese and Junior Cup Competitions by 31st May.
12.3 Fines for the late notification of results and the late or non-submission of completed score sheets shall be determined by the Management Committee and advised to member clubs at the AGM.
12.4 If the subscriptions are late or not paid, the Management Committee has the power to exclude the offending club from the League.
13. Fixtures
13.1 Details of the fixtures shall be sent to clubs prior to the start of the season by the League's Fixtures Secretary.
13.2 Details of the leagues and their designated match days are as follows:
 Under 17 League to be played on Sunday afternoons
 Under 16 League to be played on Friday evenings
 Under 15 League to be played on Sunday mornings
 Under 13 League to be played mid-week evenings or weekends
 Under 11 League to be played mid-week evenings or weekends
13.3 In the Under 11 and Under 13 Leagues fixtures must be arranged by clubs in the week allocated for the fixture by the League's Fixtures Secretary.
14. Championships
14.1 For single division leagues, the club gaining the largest number of points each season shall be champions.
14.2 In the case of split divisions (North West and South East) play-off matches will be played to determine the overall champions and subsequent placings.
14.3 In the event of two or more clubs having the same number of points at the completion of the league season and play-off matches are not due to be played, then the teams will be deemed to have dead-heated and will share the finishing position.
14.4 If two or more clubs finish level on points and play-off matches are due to be played, the following will apply to determine the finishing order of the teams that are level on points:
 The number of league wins will be used to separate the teams.
 If they are still equal, then the points gained by each team in the league matches between the teams will be used.
 In the event of the teams still being equal, then lots will be drawn to determine the finishing positions.
15. Eligibility of Players
15.1 Players must be registered with the North Kent Junior League before playing in the Under 16, Under 15 and Under 13 leagues and the Genese, August and Junior cup competitions. Registration data must include a player's first name, surname, date of birth and the team they are to be registered for.
15.2 Registrations must be submitted each year to the League's Registrations Secretary prior to the commencement of the season.
15.3 Any subsequent registrations must be received and approved at least 48 hours prior to the relevant League match.
15.4 Clubs entering more than one team in the competition must register their players for either their 'A' team or 'B' team. Players registered for an 'A' team may not play in a 'B' team and any 'B' team player who plays more than two games in an 'A' team will, with immediate effect, have his registration changed to an 'A' team player.
15.5 Any team including an unregistered player in a fixture will be deducted either 1 point per unregistered player from any points gained in the fixture or all points if none of the players are registered.
15.6 A player may play in a specific league or cup competition for only one member club in a season.
15.7 A player, however, may be registered to play for more than one club provided he participates in different league and cup competitions for each.
16. Conduct and Breaches of the constitution
16.1 The Management Committee shall have the power to take appropriate action against individuals or member clubs in the event of misconduct or breaches of the constitution or the Playing Conditions of the League.
17. Changes to the Constitution
17.1 The constitution of the League may be changed only at the AGM or a properly constituted Special Meeting.
17.2 Any formal resolution to change the Constitution of the League at the AGM or a Special Meeting must be circulated to member clubs at least 21 days prior to the date of the meeting.
17.3 No change in the constitution shall be admitted unless there is a two-thirds majority of those present and voting in favour of the resolution.
18. Playing Conditions
18.1 The Playing Conditions of each league and cup competition should be read in
conjunction with the Constitution of the League and deemed to have the same status.
18.2 Players in all league and cup matches may wear coloured clothing provided the whole team is similarly clad. Otherwise they must all wear white cricket clothing. All colours, other than white, must be approved, in advance, by the North Kent Junior League Management Committee.
