Minutes of the North Kent Junior League
Annual General Meeting held at KCC Ground, Beckenham
on Tuesday 21st October 2003
Representatives from the following clubs attended:

Minutes of the last meeting
The minutes of the meeting held on 11th February 2003 were approved as a true record and signed by the Chairman.
Matters Arising
The only item not covered on the Agenda concerned Section 18.1 in the Constitution which needed rewording for clarification purposes. This has been done and now reads:
"The playing conditions of each league and cup competition should be read in conjunction with the Constitution of the League and deemed to have the same status."
Finance
Peter Wooderson reported on the financial position which, he estimates, will provide a positive balance of approximately £400 at the end of the year. Final accounts will be presented at the February meeting.
Proposals by the Committee for alteration to Playing Conditions
The following proposals were voted on by the Members and all were unanimously approved.
Transfers
Prior to 31st May each season, a player may transfer to any other club in the League with the approval of both his original club and the League Management Committee. A player is allowed only one transfer per season.
Movement between A & B Teams
Players registered for an A-team may not play in a B-team. Any B-team player who plays more than two games for the A-team will, with immediate effect, have his registration changed to an A-team player. In exceptional circumstances, however, the above conditions may be waived by the League Management Committee.
Wides and No-Balls
In all Under 11, 12 and 13 competitions, two runs and the runs scored will be allowed for wides and no-balls with no extra ball being bowled. Apart from the scheduled final over of the innings, when extra balls will be bowled with the same allowance, however, of two runs and the runs scored for no-balls and wides.
Genese Cup
In the event of a match being abandoned, no points will be awarded to either side and the match will not count towards the number of matches played by either side in the competition. In the event of a club failing to fulfill a fixture or being unable to raise a team, no points will be awarded to that club and the game will count as a match played but the game will not count towards the number of matches played. The competition will be decided on an average points basis, where the number of points gained by each team will be divided by the number of completed games that they play.
Registration System
Graham Freedman presented a paper giving recommendations for the most efficient method of registering players next season. To prevent duplication, he emphasised the need for clubs to nominate one member to look after registrations. Also they should be submitted at least one week prior to the start of the season.
It was confirmed that Under 11 players did not need to be registered unless, with written parental permission, they were playing in the Under 13 competition.

Application for Membership
Mike Morgan and Lee Elliott presented an application for Southfleet CC to join the Under 11 League.
Their application was approved unanimously by the members.
Awards for All
Mike Donnelly reported on the activities which had been organised following the £5000 grant from 'Awards for All'.
Both the "6 a side" competition and Umpires/Scorers courses were very successful and hopefully will be repeated next season.
The allocation of balls and helmets were well received by clubs, however, Old Elthamians Granby, The Mote and Catford Wanderers have still to collect theirs.
Discipline
Clubs were reminded that it is the responsibility of Managers to ensure that their players behave properly both on and off the field. It is also important for clubs to ensure that they have competent umpires.
Presentation Evenings
The Chairman asked for offers from clubs to host the presentation evenings which have been set for Friday 10th September and 17th September 2004 respectively.
HSBC and Old Elthamians Granby will check availability and cost and report back to John Monk.
Any Other Business
Phil West advised that sadly, Granby had lost their ground and had now merged with Old Elthamians and will play their matches at Foxbury Avenue, Chislehurst.
Next Meeting
The Spring meeting will be held in February, date and venue to be arranged.
