Under 15 League
PLAYING REGULATIONS
The control of the Under 15 League shall be the responsibility of the Management Committee of the North Kent Junior League whose decisions shall be final and binding on all member clubs entering the League.
The Under 15 League competition is open to all member clubs, but a club may not enter more than 2 teams.
All teams must apply to enter the competition before 1st January prior to the start of the season.
All players must be under 15 years of age and at least 12 years of age at midnight on 31st August prior to the start of the season. Any team fielding an ineligible player in a match will lose any points awarded to them from the fixture and their opponents will be awarded 16 points.
A player may play in this competition for only one member club in a season, unless, prior to 31st May, he is transferred to any other club in the League with the approval of both his original club and the League's Management Committee. Only one transfer per individual player is permissible per season. Any team fielding an ineligible player in a match will lose any points awarded to them from the fixture and their opponents will be awarded 16 points.
All players must be registered with the North Kent Junior League at least 48 hours before the start of an Under 15 League match, unless otherwise agreed by the managers of both teams. Registration data for a player must include their first name, surname, date of birth and the team they are to be registered for. Clubs entering more than one team in the competition must register their players for either their 'A' team or their 'B' team. Players registered for an 'A' team may not play in a 'B' team and any 'B' team player who plays more than 2 games in an 'A' team will, with immediate effect, have his registration changed to an 'A' team player. In exceptional circumstances, the above conditions, concerning 'A' and 'B' team registrations, may be waived by the League's Management Committee. Any team found, for an Under 15 League match, to be in breach of the above rules on registration, will be deducted either 1 point per unregistered player from any points that they are awarded from the fixture or all points if none of their players are registered.
The home club shall provide a 5½ oz match ball of a quality acceptable to both match managers and the umpires, the ball need not be new.
Each member club shall supply an umpire who shall be a competent and responsible adult.
Matches are to be played on Sunday mornings on dates allocated by the League's Fixtures Secretary. All matches must start by 9.30am at the latest.
If a team defaults on three league matches during the season, the team's points will be erased from the league table, but they will still be allowed, if possible, to play their remaining fixtures on a friendly basis.
Matches may only be postponed, by prior agreement with the League's Fixtures Secretary, when a cup competition fixture takes priority or in the event of calls for players by reason of KCB District or County Matches. Matches abandoned because of bad weather or unfit playing conditions can not be rescheduled. When rescheduling a postponed match, the home team shall offer the away team at least two alternative dates, that must be prior to the last scheduled Sunday morning of the league season (excluding any play offs morning). The away team must accept one of the dates or else forfeit the match.
All teams must notify the League's Results Secretary of the result of their 'home' league matches before 9.00pm on the Monday of the week following the playing of the match, even if the match is cancelled. Failure to do so may result in a £5 fine being imposed by the league on the defaulting club. A completed score sheet must also be submitted, within 2 weeks of the match being played, to the League's Results Secretary for all 'home' league matches that are played. Failure to submit a completed score sheet may result in a £5 fine being imposed by the League on the defaulting club.
No coaching is allowed whilst play is in progress.
The safety of players is the responsibility of Match Managers and the umpires who will enforce the ECB Guidelines on the wearing of helmets, unless the Manager responsible for the player assures them that his club holds a consent to the contrary in the form recommended by the Guidelines. No fielder shall be allowed to field nearer than 11 yards from the bat, except behind the wicket on the off-side.
The home team should confirm the fixture and start time with the away team in the week before the match is to be played and give directions to the ground and a map if so requested. In the event of cancellation due to bad weather, the home team should notify the away team before 8.30am (or otherwise as may be agreed) to prevent wasted travel.
The winning team shall be awarded 6 bonus points, in the event of a tie - when both teams score an identical number of runs, regardless of the number of wickets lost by either side - 3 points shall be awarded to both teams. 1 batting point, with a maximum of 5 points, shall be awarded for every 25 runs scored. A team batting second that scores less than 100 runs to win the match shall nevertheless be awarded 4 batting points. 1 bowling point shall be awarded for every 2 wickets to fall, but in the event of a team playing short and being 'all out', the fielding team shall receive 5 points. In the event of a match being abandoned before the commencement of play or when only one team has batted, whether their innings is completed or not, 8 points shall be awarded to each team. In the event of a match being abandoned after the start of the second innings, teams shall be awarded 8 points or the batting and bowling points earned in the match and 3 bonus points if this would produce a total greater than 8 points. In the event of a club failing to fulfill a fixture or being unable to field a team, their opponents will be awarded 16 points.
If 2 or more teams finish level on points at the completion of the league season and play off matches are not scheduled to be played, then the teams will be deemed to have 'dead heated' and they will share the finishing position.
However, if 2 or more teams finish level on points at the completion of the league season and play off matches are due to be played, then the following will apply to determine the finishing order of the teams that are level on points:
First, the number of league wins for each team will be used to separate the teams.
If they are still equal, then the points gained by each team in the league matches between the teams will be used.
In the event of the teams still being equal, then lots will drawn to determine the finishing positions.
The Laws of Cricket (2000 Code) shall apply, except where inconsistent with these regulations.
Each game will be of a maximum of 48 overs, with the first innings being of not more than 24 overs. Managers may agree before the start of play to reduce the duration of the match to not less than 40 overs, in which event the first innings will be not more than one half of the reduced overs so agreed. If the length of the first innings is less than half the number overs agreed for the match, any unstarted overs may be used in the second innings. No bowler may bowl more than 4 overs.
Any teams, taking on average, throughout the innings for which they are the fielding side, more than 4 minutes to bowl each over, will lose 1 point, of any points that they awarded from the match, for every 15 seconds or part there of, that they average above 4 minutes per over. The playing time used to calculate the average over rate will not include time taken for weather delays, drinks breaks, ball changes and any unavoidable stoppages. This rule will apply in addition to any penalties that may be imposed under Law 42 sections 9 and 10, concerning time wasting by either side, in the Laws of Cricket (2000 Code).
The wicket-keeper shall not be changed during an innings, unless injured or taken ill during the innings.
All players should wear white cricket clothing or alternatively, an entire team may wear coloured clothing of the same design, provided it has been approved, in advance, by the Management Committee of the North Kent Junior League. Also, all players should wear white cricket boots or shoes and batsmen and wicket-keepers must wear pads, boxes and gloves as a minimum.
