PROPOSITIONS BY THE NFSA STANDING COMMITTEE FOR THE 2001 AGM TO BE HELD AT THE ANGLING TRADES ASSOCIATION, NATIONAL AGRICULTURE CENTRE, FEDERATION HOUSE, STONELEIGH PARK, WARWICKSHIRE. CV8 2RF ON SATURDAY 19th MAY, 2001 AT 11 .3Oam.

There are three propositions for consideration by the membership. The first is the introduction of Individual Membership, the second the adoption of a Child Protection Policy Statement and thirdly the adoption of an Equity Policy Statement. Propositions two and three are required by Sport England to be included with our constitution.

PROPOSITION 1 - INDIVIDUAL MEMBERSHIP

Proposal by the NFSA Standing Committee:

*The NFSA proposes to adopt a new form of membership, called Individual Membership (IM).

*Individual Membership will be in addition to Personal Membership.

* Individual Membership will be drawn from existing club members.

* Individual Membership is in support of the NFSA and its work and is not designed to detract in any way from the valuable work and representative role of the angling clubs at local level.

* The introductory fee will be £10 per individual, £12 for Family membership consisting of two adults and dependant children under 16 years of age. There will be a fee of £1 for juniors under 16.

*Clubs in affiliation will only pay a £10 registration fee.

*PM's and IM's may belong to more than one club, but will only pay one fee.

* Once adopted, the Standing committee will amend the rules to accommodate this change to be implemented on Jan 1st 2002.


A YES VOTE will cost you 20p a week for a stake in the future growth and protection of Sea Angling.

A NO VOTE will cost you nothing except the possible loss of Sea Angling as we know it.

As stated in Rule: 5.1.4(b) the clubs voting rights are as follows: - Clubs with 10 to 25 members, 5 votes; 26 to 150, 10 votes; 151 to 300 15 votes, over 300, 20 votes and each Personal Member attending one vote.
CHILD PROTECTION The Statement of intent as issued by the Joint Governing Bodies Child Protection Group has been adopted by the NFSA Executive and Standing Committee. The following proposition has been agreed for consideration by the members at the next AGM, which will take place on May 19th 2001. The statement once passed will be included in the NFSA Constitution:
PROPOSITION 2 - CHILD PROTECTION - New Rule 3 (n) - Objects and Duties
The objects and duties of the NFSA are to: -
"Intend that children and vulnerable adults will find sea angling a safe environment in which to have fun, learn and develop by promoting the NFSA Child Protection Policy Guidelines Document".

In addition: The following wording has been prepared for the clubs and Associated Member Organisations, in order that they may amend their constitution in line with the requirements of Sport England.

1. Statement for Affiliated Club's Constitution.
The (ABC SAC) is intent that children and vulnerable adults will find sea angling a safe environment in which to have fun, learn and develop, by promoting the NFSA Child Protection Policy Guidelines Document.

2. Statement for NFSA Associated Organization's Constitution.
The (ABC Organization/Federation) is intent that children and vulnerable adults will find sea angling a safe environment in which to have fun, learn and develop, by promoting the NFSA Child Protection Policy Guidelines Document.


3) EQUITY POLICY
The Statement of intent as issued by the Joint Governing Bodies Education and Development Group has been adopted by the NFSA Executive and Standing Committee. The following proposition has been agreed for consideration by the members at the next AGM the statement once passed will be included in the NFSA Constitution:


PROPOSITION 3 - EQUITY - New Rule 3 (o) - Objects and Duties

The objects and duties of the NFSA are to: -

"Ensure an ongoing commitment to treating people fairly.
No participant, volunteer, job applicant or employee will receive less favourable treatment on grounds of gender, marital status, social class, colour, race, ethnic origin, creed or disability, or will be disadvantaged by conditions or requirements that cannot be shown to be relevant to performance ".
