(No 34 of 2006)MEDWAY APPROACH TO SALTPAN REACH
GRAIN LIQUIFIED NATURAL GAS TERMINAL (JETTY NO 10)
NAVIGATION OF VESSELS IN RELATION TO THE LNG TERMINALNOTICE IS HEREBY GIVEN that the following conditions relating to the navigation of vessels resulting from the operation of the Liquefied Natural Gas (LNG) Terminal, Saltpan Reach, River Medway, shall be applicable when:
a) a vessel carrying LNG in bulk ('LNG Vessel') is underway between the Medway Buoy and the LNG Terminal situated at Jetty No. 10 Isle of Grain ('the LNG Terminal') (or vice versa);
b) no LNG vessel is alongside the LNG Terminal or;
c) a LNG vessel is berthed at the LNG Terminal
as appropriate
2.1 Berth Exclusion Zone
2.1.1 When there is no LNG vessel berthed at the LNG Terminal a vessel shall not navigate within that part of the River Medway which is within an arc measuring 150 metres in any direction from the cargo transfer arms at the LNG Terminal. The cargo transfer arms are located at the following approximate position:

2.1.2 Whilst an LNG vessel is moored at the LNG Terminal no vessel greater than 50 metres LOA, other than service craft attending the LNG vessel and which are authorised to be there by the Harbour Master or the operator of the LNG Terminal, shall enter any part of the River Medway which is within an arc measuring 250 metres in any direction from the cargo transfer arms of the LNG Terminal ('the Berth Exclusion Zone') or pass the Berth Exclusion Zone at a speed greater than 7.5 knots through the water.
2.1.3 Vessels of less than 50 metres LOA may, if considered necessary by the Master or Pilot of such vessel for safe navigation of such vessel, pass within the Berth Exclusion Zone but not less than 100 metres from any LNG vessel berthed at the LNG Terminal. Whilst within the Berth Exclusion Zone such vessel's speed may not exceed 7.5 knots through the water.
2.2 Navigation between Medway Buoy and Isle of Grain LNG Terminal
2.2.1 When a LNG vessel is proceeding between the Medway Buoy and the LNG Terminal or vice versa no vessel shall proceed in the Medway Approach Channel [between No. 2 Light Buoy and a drawn line 270° (True) from the 2FR (vert) lights adjacent to No 11 Berth Pontoon, Garrison Point] in an opposite direction to the LNG vessel.
2.2.2 Vessels navigating in the same direction as an LNG vessel which is proceeding between the Medway Buoy and the LNG Terminal or vice versa shall maintain a safe distance of one mile ahead or half a mile astern, as appropriate, of the LNG vessel.
2.2.3 Subject to the specific agreement of both the LNG vessel and Medway VTS (Medway Radio), vessels of 130 metres LOA or less, provided that they can safely navigate outside the main navigational channel (as defined in 2.2.1), may navigate in the same or opposite direction as an LNG vessel. Such vessels should navigate with caution and slow speed. (see note)
NOTE: LNG vessels will normally pass to the South of the Medway Buoy both inbound and outbound. Where interactions are likely to occur in the vicinity of the Medway Buoy between vessels of 130 metres LOA or less and LNG vessels, the intention to navigate outside the channel and detailed of the planned track should be passed by such vessels to Medway VTS (Medway Radio), London VTS and the LNG vessel involved.
2.2.4 When an LNG vessel is underway between the Medway Buoy and the LNG Terminal or vice versa, no vessel shall cross less than one mile ahead or half a mile astern of such LNG vessel.
2.2.5 When an inbound LNG vessel is manoeuvring in Saltpan Reach to the West of the Kent Buoys no inbound vessel of more than 50 metres LOA shall pass the Kent Buoys and no outbound vessel of more than 50 metres LOA shall pass No. 12 Channel Buoy until the Medway VTS advises mariners that it is safe to do so.

NOTICE TO MARINERS No.L20 of 2005THAMES ESTUARY THE KNOB ESTABLISHMENT OF NEW 'K3' ANCHORAGE A new anchoring area has been established in the Knob centred on position 51º 30´.36N, 01º 04´.00E, approximately 6.5 cables NW of Shivering Sand Towers having a radius of 2.6 cables and a safe depth which is currently 12.6 metres. This depth may be subject to variation from time to time as determined by the Port of London Authority's Port Hydrographer.
The anchorage, which shall be referred to as 'K3', is to be used primarily by vessels carrying LNG which have to abort their passage due to unforeseen circumstances. An LNG vessel using this anchorage should not normally remain there for more than one tide without the permission of the Harbour Master.
Other vessels may use the anchorage subject to the agreement of the Port of London Authority's Duty Port Controller at London VTS and provided it is known that the anchorage will not be required by an LNG vessel.

NOTICE TO MARINERS No.19 of 2005THAMES ESTUARY AMENDMENT TO SPECIFIED VESSEL REGULATIONS AND PROCEDURES FOR THE TRANSIT OF LIQUIFIED NATURAL GAS (LNG) VESSELS THROUGH THE OUTER ESTUARY 1. AMENDMENT TO SPECIFIED VESSEL REGULATIONS
As of the date of publication of this Notice to Mariners the separation distance in respect of specified vessels is to be increased to half a nautical mile for the whole of the Thames inside the limits of the Port of London Authority. Direction 14 of the General Directions for Navigation in the Port of London 2003 (as amended) will be amended in due course.
2. PROCEDURES FOR THE TRANSIT OF LNG VESSELS
Within Port of London Limits, except in the Knock John channel, LNG vessels are to be considered as normal specified vessels and the provisions of Direction 14 of the General Directions for Navigation in the Port of London 2003 (as amended) in respect of passing and overtaking will apply.
In the Knock John channel between the Knock John buoy and Knock John No 5 buoy, normal one-way traffic rules (vessels navigating with the tide have right of way), will apply. Traffic will be restricted to one way operations and the separation distance from the LNG vessel will be one nautical mile ahead and half a nautical mile astern. Opposing and overtaking traffic will only be permitted subject to the agreement of the LNG vessel and London VTS approval if the other vessel remains outside the buoy line.
Normal traffic management arrangements in the Fisherman's Gat Precautionary area will apply.
The pilots/masters of LNG vessels are to submit their agreed passage plan to London VTS in order that traffic may be appraised of the vessels' progress and traffic organisation undertaken where necessary.
Inward LNG vessels will normally require to make fast a tug before the Medway buoy. LNG vessels will, so far as is practicable, cross to the southern limit of the Oaze Precautionary area in the Oaze Deep to be at the southern limit before reaching the East Cant buoy.
Inward LNG vessels are to inform London VTS of their intentions to manoeuvre to the port side of the channel. London VTS will keep other traffic informed of the intended manoeuvre, monitor the manoeuvre and where necessary organise traffic to keep clear during the manoeuvre and when the tug is being made fast.
Procedures for the transit of LNG vessels inside Medway Ports Limits will be promulgated in a separate Notice to Mariners published by Medway Ports Authority.
