some self-sufficient, and ruggedly independent, boat owners laid their own moorings in the only decent bit of the riverbed that hadn't been grabbed already
each laid his own mooring himself (and inevitably paid a license for it - to the Medway Ports Authority [a Trust Port])
so, imagine this scene...
MPA say that they will no longer deal with individual mooring holders (too much admin... )
a group of mooring holders, who really don't want to, must form a club and co-operate
these are people who follow no-one, ask nothing, and go their own way...
somehow it is managed
meetings are held in pubs, and with the help of friendly clubs on the river
little by little
a club is formed
mooring licenses (including those held by riparian rights) are pooled
this all takes time
and effort
