No.11 of 2006

NOTIFICATION OF A PROJECT TO ASSESS THE EFFECTS OF THE KENTISH FLATS WIND FARM ON THE OPERATION OF MARINE RADAR.

MARICO Marine, with the backing of the MCA, PLA, ELSAM energy and other interested parties, has been tasked with undertaking research into the effects of offshore wind farms on ship's radars. The aim is to conduct a radar recording as vessels pass the Kentish Flats Wind Farm in the Thames estuary.

This is a marine safety issue which has the potential to affect all seafarers and MARICO would be grateful for as much assistance in the project as possible.

Commencing at the beginning of May 2006 for a period of about one month, MARICO would like to board as many vessels as possible on passage in or out of the Thames, whose route will take them in the vicinity of the wind farm and therefore seek the co-operation of shipowners, Operators and Masters in undertaking this research project.

The intention is for MARICO radar observers, all of whom are fully qualified and experienced mariners and /or VTS officers to board the trial vessels and collect radar data by means of photography / video recording and where practicable, direct radar recording. They will also be asking questions of the Master and bridge team in order to gauge the opinion of Thames estuary users on the effects of the wind farm on ship's radar displays.

The operation and safety of the trial ship will take precedence at all times, and the MARICO observer will act accordingly.

Trial data collection will start at a range of about five miles before reaching the nearest turbine of the wind farm, or as soon as any effects on the radar are observed and stop at a similar distance past the wind farm. Still photographs of the radar display will be taken at one minute intervals. Radar observers will join and leave the vessel with the pilot.

Survey of Radar Interference Phenomena
Second Phase

A number of reports of interference with navigational radar, possibly as a result of the construction works on the Kentish Flats Offshore Wind Farm, have been received by the PLA. In view of these reports a survey was commissioned to examine the frequency and severity of such interference

The survey is taking place in two phases: The initial phase took place before the turbines were installed during February 2005.

The second phase will take place following commissioning of the windfarm and will commence on 21st October 2005 for a period of one month.

Reports of interference encountered during the second phase should be made using the attached form and forwarded, with enclosures where appropriate to:

The second phase will take place later in the year, following installation of the turbines, details of the second phase will be announced by a further notice.
