NOTICE TO MARINERS No.9 of 2007MAIB REPORT ON THE LOSS OF THE YACHT 'OUZO' MAIB FLYERS Background
The Marine Accident Investigation Branch (MAIB) has recently published its report into the loss of the yacht OUZO, south of the Isle of Wight in August 2006. The yacht and its 3 crew were lost following an encounter with the ro-ro passenger ferry PRIDE OF BILBAO.MAIB Report
The MAIB report has identified a wide range of issues and contributory factors, which together resulted in the failure of the lookout on the PRIDE OF BILBAO to see the OUZO. These include: lookout procedures, the use of radar for collision avoidance, the use of glasses with photochromic lenses by lookouts, assistance in an emergency, the visibility of yacht navigation lights, the design of lifejackets and emergency communications between vessels. The report was published in conjunction with two 'Flyer' notices aimed separately at the merchant shipping industry and the leisure industry.Local Promulgation of the Report Findings
Having reviewed the MAIB report, the PLA's Navigational Management Team is of the view that the findings of this important report should be promulgated locally to those using the Port of London. Accordingly, the associated MAIB 'Flyers' are attached for the information of commercial and leisure users, as appropriate.
